Transparency in the implementation of Land Pooling Policy had always been one of the underlying concerns around it.  To ensure the same, and for speedy execution of its ambitious land pooling policy, the DDA will now take the entire process online.

This will also mean minimum human intervention in its execution. Per a senior DDA official, a high-powered committee will be constituted to handle any disputes. He said the move is one of the several initiatives to make the policy simpler and viable to meet the growing demand for housing in the capital. The regulations will be formulated in association with National Institute of Urban Affairs (NIUA).

The UD minister earlier announced that the DDA will now just act as a facilitator and not the executioner of the Land Pooling policy, as was envisaged earlier. To shorten the process and to pave the way for a speedy implementation of an already delayed policy, the earlier process wherein DDA was to transfer land from the Developer entities to itself and then return the developed land back to the developer entities, will cease to exist.

DDA has been asked to prepare rules within a month to simplify the procedure.

UD minister, Hardeep Singh Puri and LG Anil Baijal had approved the changes in a meeting at Nirman Bhawan on 12th of this month.

Land Pooling in Delhi further simplified; DDA now to act only as facilitator

            Land pooling in Delhi, expected to meet the rising demand for residential and other needs besides stimulating economic growth is now further simplified for speedy execution. Delhi Development Authority (DDA) will now act more as a facilitator and planner as against the role initially envisaged for it as a part of the simplification of execution of land pooling policy.

Minister of Housing & Urban Affairs Shri Hardeep Singh Puri and Lt. Governor of Delhi Shri Anil Baijal met in Nirman Bhawan and discussed various aspects of the Land Pooling Policy and decided to make some changes in the policy decided earlier. Shri Duga Shanker Mishra, Secretary (HUA) and Vice-Chairman of DDA also participated in the discussion.

Originally, land pooled under the Policy was to be transferred to DDA which was to act as the Developer Entity (DE) and undertake further sectoral planning and development of infrastructure in the pooled land. The Minister and LG today decided to do away with this requirement and land title continues to be with the original landowners.

DDA was asked to immediately initiate spatial and services planning for the five zones covered under Land Pooling Policy so that the policy could be given immediate effect after finalization of regulations under the Policy.

While both the Minister and LG expressed concern over the delay in implementing Land Pooling Policy, Shri Puri thanked Shri Baijal for his initiative in having 89 villages declared as urban areas under the Delhi Municipal Act, 1957 and 95 villages as Development Areas, as required for the implementation of land pooling. DDA was directed to formulate necessary regulations under the Policy in accordance with the changes in a month time. DDA was also asked to ensure single window clearance mechanism for according necessary approvals for speedy implementation.

Land Pooling Policy covers the greenfield areas in five zones viz., J, K-1, L, N and P-II coming under the Master Plan of Delhi-2021.

The housing and Urban affairs minister, Mr Hardeep Singh Puri, has decided to review all the projects of new Urban missions once in every 15 days, i.e., on every first and third Tuesday of a month.

He also directed that the DDA should immediately notify the Land Pooling Policy cleared by the Ministry long back.

Once this is done, DDA should immediately roll out the process for the collection of the land documents from the participating Entities.

Society recently rolled out a survey to identify potential members interested in being part of the policy and received a good response to it. We are hopeful of buying more land in coming months to meet DDA’s prerequisite and seek your help in spreading the message to help us meet the target.

Please find below points jotted down from updates provided by DDA on Land Pooling Policy on 08 Sep 2017:

• Govt of NCT of Delhi vide notification no. F.1135/Regn.Br./Land Pool/HQ/2014/6654 dated 13/1/2015 has exempted stamp duty for first transfer/surrender of land, i.e., the land transfer by the Society to DDA.
• Further, exemption of stamp duty on second transfer has been rejected with the approval of Honb’le Lt. Governor of Delhi as the DDA will transfer a part of the land to the owners after developing the land and changing of its land use.
• DDA has prepared seamless revenue maps of villages falling under Land Pooling in Zone N & P-II on GIS platform and have sent to revenue department for authentication.
• Base maps for authentication for other zones are under preparation.

We are expecting the work to get completed in next few months, after which DDA will start collecting Land papers from us. We are planning to expand our land share before the commencement of the same, so as to meet DDA’s pre-requisite, and will be rolling out new membership plan after shradhs for the same.
