As was informed earlier, DDA launched its online portal for participation in land pooling on 5th Of Feb, this year. As of now, all landowners have been asked to submit their land pieces within 6 months for further processing.

All the zones have been sub-divided into sectors and per the amended policy, a minimum of 70% landowners needs to come forward for participation in a sector. Also, since the role of DDA has been reduced to that of a facilitator, a consortium will need to be formed to carry on the work within a sector.

Hence, we are aggressively working on educating the landowners regarding the technicalities of the policy and trying to bring them all forward for participation. We proudly inform our members that our society has took the initiative of bringing all the stakeholders under one umbrella and has registered a Non-Profit Confederation(Confederation of Developer Entities) for the same purpose. Our President, Mr Dipender Jain is driving the affairs of this entity.

We also met with DDA officials a couple of days back and have requested them to set-up help desks to cater to the concerns and queries of the landowners regarding their participation.

After approval from LG, Anil Baijal, last month, the policy has been cleared by the Centre too.

Union Housing and Urban Affairs Minister, Mr Hardeep Singh Puri, when asked about the current status of the Policy, by the reporters, stated that he has signed the policy. A senior official of the ministry also confirmed the same.

The land pooling will have to go through two more steps. The Ministry will have to issue a Gazette notification, which should happen anytime this month itself; following which it will go back to DDA for operationalisation.

In the meanwhile, we have begun the process for consolidation of resources for the formation of sector-wise consortiums, to get ready for participation by the time DDA opens up the window.

The final notification that was to be issued by the last week of September has got postponed till October as everyone in Ministry was busy working on Swatch Bharat projects, per unconfirmed reports.

Also, as the next step towards implementation of the policy, our President, Mr Dipender Jain, called up a meeting of Societies to discuss the challenges and opportunities thrown in by the new ‘Consortium’ clause in the policy.

Some of the key points of the meeting are:

  1. Our President, Mr Dipender Jain, suggested that the concerns of the Societies should be consolidated and conveyed to DDA and/or other concerned authorities via a Letter. He also mentioned that he would be working with his Legal team to get them drafted and will finalize it after consolidating inputs from other societies. The forum will constitute a sub-committee, which will then communicate the concerns with the respective departments.
  2. The amended Land Policy was discussed per the DDA’s draft. After discussing the issues, such as EDC, FAR etc, it was concluded to wait for the final notification before picking them up for a detailed discussion.
  3. Participant’s proposed to convert the forum into a registered association to bring all landowners and other stakeholders on a table to help out with implementation and execution of the Land pooling policy. Mr Dipender Jain was requested by Mr Sudhir (from Neelkantha Society) to form and lead the team. Other Society representatives seconded the proposal. Mr Dipender will work on a name and draft objectives for the proposed association/forum and will form sub-committees for the delegation of work among other participants.
