As was informed earlier, DDA launched its online portal for participation in land pooling on 5th Of Feb, this year. As of now, all landowners have been asked to submit their land pieces within 6 months for further processing.

All the zones have been sub-divided into sectors and per the amended policy, a minimum of 70% landowners needs to come forward for participation in a sector. Also, since the role of DDA has been reduced to that of a facilitator, a consortium will need to be formed to carry on the work within a sector.

Hence, we are aggressively working on educating the landowners regarding the technicalities of the policy and trying to bring them all forward for participation. We proudly inform our members that our society has took the initiative of bringing all the stakeholders under one umbrella and has registered a Non-Profit Confederation(Confederation of Developer Entities) for the same purpose. Our President, Mr Dipender Jain is driving the affairs of this entity.

We also met with DDA officials a couple of days back and have requested them to set-up help desks to cater to the concerns and queries of the landowners regarding their participation.

Below are latest updates on the progress been made on the implementation of the policy:

a) Gazette notification has been done of the regulations for operationalization of the Land Policy.

b) National Institute of Urban Affairs (NIUA) has submitted partial zonal development plan to DDA.

c) The topics related to implementation of Land pooling were discussed in a meeting held by DDA under the chairmanship of the VC on 6th of Nov.

d) It is expected that tenders will be invited to set up a single window system by coming week.

Also, after consolidating more than 25 societies under one umbrella, our President, Mr Dipender Jain, has been working on consolidating other landowners to speeden up the participation once DDA opens up the window. Meetings are being held every week for the realization of the same.

The 3-day public hearing session on the proposed modifications been made to the Chapter 19 of Land Policy and to the regulations for operationalization of the Land Policy has been concluded by the DDA.

Mr. Vijender Gupta, member of the Board of Enquiry and DDA Board, informed that the emphasis of the meeting was on to make the policy more efficient, sensitive to people’s need and environment-friendly.

Board will now thoroughly investigate into all the suggestions/objections presented before it and will draft a report on it by next week. Once approved by the LG, the final report will be sent to the Urban Development ministry for approval.

Land Pooling in Delhi further simplified; DDA now to act only as facilitator 

Transfer of pooled land to DDA not required; Single Window approvals for speedy execution

            Land pooling in Delhi, expected to meet the rising demand for residential and other needs besides stimulating economic growth is now further simplified for speedy execution. Delhi Development Authority (DDA) will now act more as a facilitator and planner as against the role initially envisaged for it as a part of the simplification of execution of land pooling policy.

Minister of Housing & Urban Affairs Shri Hardeep Singh Puri and Lt. Governor of Delhi Shri Anil Baijal met in Nirman Bhawan and discussed various aspects of the Land Pooling Policy and decided to make some changes in the policy decided earlier. Shri Duga Shanker Mishra, Secretary (HUA) and Vice-Chairman of DDA also participated in the discussion.

Originally, land pooled under the Policy was to be transferred to DDA which was to act as the Developer Entity (DE) and undertake further sectoral planning and development of infrastructure in the pooled land. The Minister and LG today decided to do away with this requirement and land title continues to be with the original landowners.

DDA was asked to immediately initiate spatial and services planning for the five zones covered under Land Pooling Policy so that the policy could be given immediate effect after finalization of regulations under the Policy.

While both the Minister and LG expressed concern over the delay in implementing Land Pooling Policy, Shri Puri thanked Shri Baijal for his initiative in having 89 villages declared as urban areas under the Delhi Municipal Act, 1957 and 95 villages as Development Areas, as required for the implementation of land pooling. DDA was directed to formulate necessary regulations under the Policy in accordance with the changes in a month time. DDA was also asked to ensure single window clearance mechanism for according necessary approvals for speedy implementation.

Land Pooling Policy covers the greenfield areas in five zones viz., J, K-1, L, N and P-II coming under the Master Plan of Delhi-2021.
